A Consortium wants to build the largest hydrogen cluster at Europe’s costline of Amsterdam. Nouryon, Akzo Nobel, Tata Steel and the Port of Amsterdam have joined forces to explore the feasibility of a large green hydrogen network in the Amsterdam region.
The three parties consider green hydrogen to be essential to achieve climate targets and to establish a closed loop production. For example, together with emissions from steel production, it can be used in the manufacture of new products.

As a first step, the parties will investigate the feasibility of a 100 MW water electrolysis unit that will produce up to 15,000 tonnes of hydrogen per year, as well as oxygen, at Tata Steel’s IJmuiden site near Amsterdam. The parties will explore different approaches to using hydrogen to convert steel mill emissions into useful chemicals and products. The port of Amsterdam will provide the infrastructure for the distribution of green hydrogen, which will serve as a basis for the development of new industries and zero-emission transport in the Amsterdam region.
The recently presented Dutch climate law sets ambitious CO2 targets with a 49% reduction from 1990 to 2030. The parties are convinced that green hydrogen can make a significant contribution to achieving this target. They are aiming for a level sufficient to absorb all emissions from Tata Steel’s plant and use it to produce new materials. The development of the Green Hydrogen Association will also enable the operation of zero-emission buses and heavy transport throughout the Amsterdam region.
